my laptop has 3 USB ports. up until a few months ago, they all worked fine. then all of a sudden one of them stopped recognizing anything i plug into it. i just ignored it and continued to use the other two. but now, another one stopped recognizing anything, so i only have one USB port that works, so any time i have to plug something into it, like my camer, or memory stick, i have to unplug my mouse and use the touchpad which i HATE.

i heard theres some way you can like turn on and off your USBs, and someone told me that they are probably turned off. if so...how do i turn them back on?

If they are actually "just turned off" you can turn them back on in your bios.
Or check in your hardware profiles if using windows and see if they are active there.

If you have no clue what I mean by bios, get someone who knows computers to do it for you. Do not touch your bios.
